i am new here..how do i give info i have about a scammer

every time i go to different forums and topics it says i have not posted enough topics yet, but I do not know where i go to post the first topic so I may communicate with everyone to get rid of these scammers...I am finding this site very confusing and not user friendly, but it could be that i cant send a pm to anyone as to where i begin. I am registered. thank you for all your help

Why send a pm to everyone? Thats something spammers used to do here.
If you read the messages after registering you know how to use the forum.

thanks for your feedback. to clear things up, i havent pm'd everyone. i merely tried to post in a topic that already existed and it said i havent posted enough topics yet. i am not a scammer and therefore do not know how they do things. i was merely trying to inform others of this scammer that almost got me. i'm going to forget about the whole thing and remove myself from this site. btw, you made me feel like a heel asking a question. you could have asked me if i was pm'ing others instead of assuming. my suggestion to you would be to be more sympathetic to others who have been scammed and/or found themelves involved in a scam. good day to you and best of luck. my account will now be deleted. please be more kind to others. you never know what situation they have found themselves involved in.

i also see i have earned points by making 2 posts. i am not trying to earn points nor have the most nor be the most popular.  i went onto this site thinking it was a site to report scammers, not a site to earn points and play a game of some sort.

These rules have to be implemented because otherwise forums will be overloaded with spam messages.
